california just yesterday. the department of education found the state in violation of title 9 by allowing transgender athletes to compete in girls. sports. in march, the doj launched an investigation into admissions policies at cal and stanford. >> 2 former correctional officers at fci, dublin have been charged with sexually abusing female inmates becoming the 9th and 10th staff members criminally charged in an ongoing federal investigation into abuse at the woman's prison. 34 year-old jeffrey wilson faces 5 counts of abuse. >> of award for. >> allegedly assaulting an inmate multiple times in a medical room. he also faces a charge of lying to federal agents. meanwhile, 33 year-old lawrence assad is charged with one count of abusive contact involving another inmate. both wilson and assad face significant prison time if convicted. >> sir, on edge for folks

visiting the mexican consulate in san jose after recent immigration enforcement. and now the office is starting to provide counseling to people who feel afraid or stressed. consulate is teaming with the national alliance on mental illness of santa clara county or natalie. now will be tabling at the consulate twice a month to provide resources and mental health information in both english and spanish. the alliance says mental health services are especially vital at this time. >> we are seeing an uptick in numbers people coming into the constant because many individuals and families that living in a lot uncertainty, the most economically and socially and but people are under stress our and survive and more to meant to head off and gets pushed aside. and that's when exactly people need most support. >> the collaboration comes as ice raids continue in the south bay, including recently at san jose's hall of justice. and elmwood jail in milpitas.

>> a groundskeeper in petaluma had a close call after he accidentally drove his lawnmower over in the illegal firework. petaluma police say the incident happened last friday at casa grande high school. fortunately the groundskeeper wasn't seriously injured. police are investigating how that firework got onto the school grounds in the first place with 4th of july. just around the corner, police are reminding people all fireworks are banned in petaluma with fines starting at $1000 in the east bay. >> there are some new hiking trails. you can visit danville this summer. this is the sycamore valley open space preserve the trails are part of the 381 acre mcgee preserve property. there will be community celebration and hike there in the fall. the east bay regional parks district says additional 2 miles of trails. we're going to be built. in addition to a one mile bike and pedestrian trail parallel to diablo road.

seeing a bounce about 3 to 5 degrees at than we were this time yesterday where 80 in morgan hill, 81 in livermore, 92 in brentwood already seeing the 90's at this hour. and we have some 70's and 80's all across the bay area. the coasting cool at the 50's in the 50's and 60's. so over the next few hours, we'll see those clouds roll in around the coast and patchy fog over by the valleys overnight. but that should mix out pretty fast tomorrow. so they're not really nice evening on tap. we have some 70's cooling down to the 60's and 50's for this evening. back to you. >> thanks, gayle. time is ticking at the state capitol for lawmakers and the governor to determine how exactly they will spend our tax dollars in a final budget deal. >> in a twist, though, the governor is warning lawmakers he will not sign off on any final state budget agreement unless they pass legislation to build more housing faster. kron 4 capitol correspondent eytan wallace reports. affordable housing. >> governor gavin newsom says there's not enough of it in

california. the issue so serious, his office says he will not sign any final state budget deal negotiated between him and the legislature unless the assembly and senate approve a proposal fast track housing construction in the specifically he wants legislation passed to reform the california environmental quality act or sequel. supporters of secrets. a sequel is crucial to ensure construction projects can go to an environmental review process. but critics of sequel, including new, some argue sequins led to lengthy delays and lawsuits often holding up major housing projects. many democrats say they support newsom's plan. there's bureaucratic delay after bureaucratic delay and time is money who ultimately bears the cost of our our constituents and the folks right now who can't afford the rent. >> they can't afford their mortgage. and so it's time that lawmakers act on this and actually make it easier to build housing in california. we must build. we must build faster. but raquel mason with the california environmental justice alliance says she and several environmental groups opposed plan.

>> because they're concerned it could relax the environmental review process, they say is needed to protect communities. we know that when you have environmental review, that's how you can mitigate the harm to communities. that's how we get safety protections. and that's what we get trust in our projects. you so without without that process, how our community is going to have a say or a voice what's happening in their communities. on the flip side right now, we have a lot of delays because of civil lawsuits. >> often that have nothing to do with the environment. gets weaponized to stop housing. and so we want to make sure we make it easy to build this type of housing. it's what our constituents need. it's what they deserve. >> and it's incumbent upon us to make sure we deliver that. >> but the california building and construction trades council and several labor unions are opposed to newsom's plan over concerns it could lead to lower wages depending on the county. the plan may impose a $20 minimum wage for some construction workers. the ideas to help developers keep costs down and start building quickly. but labor unions say such wages are simply not

livable. establish a minimum wage that could dip below the minimum wage for fast-food workers. we're not doing anything to address poverty. i've never seen a minimum wage adopted for the purposes of suppressing wages. >> it's shameful. it will leave a black mark on this legislature. if anybody roach fort. for the rest of your career, the debate will continue friday when members of the legislature take up the legislation reporting at the state capitol. eytan wallace kron. 4 news. >> and alleged illegal gambling operation was shut down tuesday during a raid in san francisco's tenderloin neighborhood. police officers stormed the business season. gambling machines, a firearm suspected drugs, including mushrooms. and more than $17,000 in cash. investigators also found the store selling tobacco without a permit. one employee and a customer were cited on the spot. police say the raid is part of an ongoing crackdown. businesses fueling drug crime in the neighborhood. >> online fantasy sports platforms could soon be legal in the state. attorney general

the coast. of course. so here are the lows. we're going to be waking up to some 50's tomorrow and daytime highs. a bump in the numbers, especially for you in san francisco. usually you're in the low 60's. now we're seeing some upper 60's close to 70 degrees and that is a warm day. the city, as we know the coast, you'll stay cool in the low 60's all around the beaches. on the other side, he ran around the bay shore wears coming. we're seeing 60's to 70's and even some low 80's heading to redwood city and palo alto. more 80's for you in the south bay and santa clara county. morgan hill in los gatos could see some 90 degree weather. so we'll be seeing some 90 degree weather looks like in our warmest spots like livermore, upper 80's and dublin pleasanton on the other side of the basin, upper 70's and low 80's and a hayward union city in fremont, more low 90's in contra costa county. some low 80's there for you in orinda moraga and i along the east bay shoreline in berkeley and oakland, mid 70's. so some pretty warm

temperatures in store for tomorrow as you can see, similar temperatures in the north bay and we have the winds are back. so the winds are back tonight and into the overnight. looks like those winds back off a bit of an offshore wind tomorrow morning. so that also be warming the temperatures up. and then we get a bit of that onshore push, kind of a mixed bag here tomorrow afternoon. but breezy during the late that evening the afternoon with that wind kicks and we also have that coastal advisory that kicks and 11:00pm tomorrow. so a quick look at the 7 day forecast. we see the warmer temperatures come friday and saturday and then it looks like we're just gonna hold on to the 80's. maybe more 90's next week as well. i left i like this warm-up. yeah. it's been called back you now. >> 2. yeah. 2 days. and then sunday looks like we'll start to cool down. all right. thanks, captured. thanks. go. >> today marks the 10 year anniversary of the landmark u.s. supreme court ruling legalizing same marriage across the nation. the

decision followed years of national conflict over the issue during which some states move to protect domestic partnerships or civil unions for same partners. others declared marriage could exist only between one man and one woman in a 5 to 4 decision. the supreme court ruled the right to marry is fundamental calling it quote, inherent in the liberty of the person. and therefore protected by the constitution. the ruling effectively nullified state-level bans on same marriages as well as laws declining to recognize same marriages performed in other jurisdictions. cycling for a cause. so are the decades the aids lifecycle from san francisco to l a has raised tens of millions of dollars for hiv and aids related causes. but this year, those bicyclists said their goodbyes to the annual tradition. our sara stinson takes us along for the final ride.
